#1 Community Funding – Council adopted revisions to the Community Association Operating and Capital Grant Policy – now the Community Association Operation Grant Policy – and the Community Action Grant Policy. A discussion at the December 15, 2021 Committee of the Whole meeting ended with a recommendation that Council support the revised policy, which included keeping urban not-for-profit community associations as eligible entities. #2 Planning & Development Update – Council gave Second and Third reading to Bylaw No. 1782 - the La Corey Major Area Structure Plan (MASP). The MASP will help guide development in the hamlet for the next 20 years. A copy of the MASP will be available at md.bonnyville.ab.ca.
#3 Kinosoo Ridge 2021/2022 Pandemic Control Measures – Council directed Administration to continue to follow the Pandemic Restrictions and Control Plan currently in place at Kinosoo Ridge Resort. Find out more at kinosoo.ca.
#4 Briefly – Council approved the request from the Bonnyville and District Centennial Centre to carry over unused 2021 Capital Funds to 2022. The motion included a request to have a policy drafted to address future requests involving carryover funds.
Council gave Second and Third reading to the Master Rates Bylaw, which consolidates all service fees and fines charged by the municipality. The bylaw will be reviewed on an annual basis to ensure accuracy and fairness of rates for services provided. A copy of the bylaw will be made available on our website.
Reeve Barry Kalinski received a letter from Alberta Transportation regarding the intersections at Highway 28 and Hwy. 892 (Ardmore) and Range Road 450 (Fort Kent). While work is anticipated to begin in 2022/2023, the upgrades and project timelines are subject to securing the necessary right-of-way, provincial priorities, and available budget. The Capital Plan currently includes a 10-kilometre repaving project on Hwy. 892 between Hwy. 28 and four kilometres south of Hwy. 55. This project is still in the design phase and includes a speed limit review through Ardmore, the addition of left-turn lanes in both directions at the intersection of highways 28 and 892, the addition of a left-turn lane in the westbound direction at Rge. Rd. 450, the installation of traffic signals at 54 Avenue in Bonnyville, and three kilometres of paving on Township Road 610 from Hwy. 28 to Bonnyville Beach.
Council made a motion after closed session to reject the Regional Economic Development Brand design as recommended by the Regional Economic Development Committee.
