#1 Speed Limit Review – Municipal District of Bonnyville Council agreed to reduce the speed limit in all subdivisions and hamlets to 40 km/h from 50 km/h. Council directed Administration to come back to Council with a comprehensive map outlining the paved and gravel roads to be increased or decreased from the standard 80 km/h speed limit. A few paved roads will see a recommended increase to 90 km/h. 

#2 City of Cold Lake Takes Over African Lake Trail – Council directed Administration to enter into a Road Licencing Agreement with the City of Cold Lake for portions of road allowances located west of NW 1-63-2-W4M and west of NE 12-63-2-W4M within the M.D., as required for the disposition of the African Lake Trail. 

#3 Energy Management Policy Adopted – On June 2, Council adopted the Energy Management Policy No. 4B.021. The M.D. strives to be an environmentally conscious organization. It will establish and maintain an Energy Management Plan that takes into consideration the life cycle energy use and costs of new and existing energy-using infrastructure and equipment. The purpose of the policy is to: 1. Lower energy consumption (electricity, natural gas and other fuels, water); 2. Reduce life cycle costs of M.D. operations; 3. Improve infrastructure and equipment maintenance practices; and 4. Enhance future infrastructure and equipment selection and design practices.   

#4 Waiving Permit Fees For Non-Profits – Council agreed to waive the Development Permit fees of approximately $400 on June 2 for Ardmore School in their initiative to build an outdoor classroom. Council also directed administration to develop a policy to reduce or eliminate the development fees for non-profit, volunteer organizations.

#5 Ardmore Improvement Tender Accepted – Council accepted the Ardmore 48 Avenue (East and West) Storm Installation Tender of $855,200 to E Construction, awarded on May 21. The award for construction fits within the $1,300,000 budget allocated for the project in the approved 2021 Capital Budget. 

#6 Senate and Referenda Vote Update – Council declined a request from Alberta Municipal Affairs for the M.D. of Bonnyville to conduct the 2021 Senate and Referenda Vote in neighbouring First Nations communities due to insufficient consultation. The total cost to the M.D. for the vote is unknown at this time however, the additional election worker cost alone is estimated at approximately $12,000. Grant funding from Alberta Municipal Affairs tops out at $4,000. Additional personnel or consultant costs would have been required for the M.D. to complete an adequate level of consultation with the involved First Nations communities. 

#7 Funding Support – Council approved a $10,000 contribution to Cold Lake Hearts for Healthcare for their 2021 Equipment Purchase Initiative. The contribution will be funded from the 2021 Operating Budget. On June 16, Council approved the $4,500 request from the Alberta Lake Management Society for their citizen-based lake monitoring program at Moose Lake. On June 2, Council agreed to contribute $750 for a Chipping Contest sponsorship for the 2021 Healthier Communities Golf Tournament. Hosted by Lac La Biche County, the tournament raises funds for the Lac La Biche Regional Health Foundation and Portage College.
