#1 COVID-19 Assistance For Property Owners – Municipal District of Bonnyville Council agreed to offer residents and property owners several payment deferral options in response to the hard economic times brought on by the COVID-19 pandemic. Council agreed to provide the option to suspend participation in the M.D.’s Installment Tax Payment Plan, at the enrolled property owner’s request, without penalty, for a period of three months, beginning April 1, 2020. Residents who are enrolled in the Installment Tax Payment Plan currently have payments automatically withdrawn from their account on the 15th day of each month, which are then applied to the current year’s tax bill. Council also approved the option for residents to defer payment of water (including bulk water accounts), sewer and door-to-door waste collection bills for a period of three months with no penalties levied beginning March 1, 2020. Council also agreed to defer the disconnection of water and sewer accounts due to unpaid bills for a period of three months beginning March 1, 2020. #2 Kinosoo Ridge Adventure Park Moving Forward – Council approved the “Scope Of Work” document for the Kinosoo Ridge Adventure Park, which will form part of the Request For Proposal. Administration’s intent is to solicit a consultant to review the Scope of Work to ensure that a clear direction is being presented, and that no services for the project have been omitted or forgotten. The Scope of Work covers design, site investigation, projected maintenance costs, construction, commissioning, start up and operation. The Adventure Park will be designed for all ages and all experience levels. Portions of the park system will be inclusive to users with disabilities. Council requested that the design be given an M.D. theme depicted by the logo, which includes agriculture, aerospace and the oil and gas industry.
#3 M.D. Partners With Cherry Grove Rec & Ag Society – Council agreed to partner with the Cherry Grove Recreation and Agricultural Society on their application to the 2020 Farm Credit Canada (FCC) AgriSpirit Fund for a grant of $7,000 to assist with hall sign renovations. In order to qualify for the program, the Ag Society must partner with a charity group or municipality that agrees to receive any awarded funding on their behalf, and provide confirmation of receipt to the FCC. The M.D. partnered with Cherry Grove in 2019 for the AgriSpirit fund. There is no cost to the municipality to partner on the grant.
#4 Funding Support – Council approved a contribution of $15,000 for the Hearts For Healthcare Foundation to fund the purchase of a respirator needed in the care of COVID-19 patients. Council agreed to donate the previously approved purchase of gala tickets for $1,600. The foundation has cancelled its annual gala for this year, but will still be using funds to donate equipment purchases to the Cold Lake Hospital.
