COUNCIL HIGHLIGHTS November 28, 2023

#1 Planning Decisions – Council approved a discretionary use Development Permit to allow for an automotive towing and storage yard in the Aurora Borealis industrial subdivision. 
A subdivision application to consolidate an existing 9.72-acre parcel into an agricultural quarter section, and the subsequent subdivision of two parcels — a 12-acre parcel and a six-acre parcel — from the same quarter section was approved by Council. 

#2 Briefly – Council approved the unbudgeted expenditure of $677,464 for the Fort Kent and Ardmore fire hall projects, as ordered by the Court of King’s Bench of Alberta. It will be funded from the 2023 Operational Budget Surplus.
Council gave First Reading to Bylaw No. 1850 Amending Master Rates Bylaw. The proposed amendments include slight increases to the water and sewer system rates. Council also gave First Reading to Bylaw No. 1848 Water and Sewer Bylaw to reflect the proposed rates and other required changes and updates to the current bylaw.
Council adopted amending Policy No. C-4B-010 Water and Sewer Service Policy. Amendments include moving items from the Water and Sewer Bylaw into the policy.
Council agreed to a request from the Town of Bonnyville for a one-year extension of the Bonnyville and District Leisure Facility Memorandum of Agreement. The agreement will now be in place until December 2024.
Council approved a $20,000 grant to the Glendon Library Board to help cover start-up costs, with $9,000 being funded through the 2023 Operating Budget and $11,000 being funded from Cash Flow Reserves. Councillor Mike Krywiak was appointed to sit on the board for a two-year term.
Council accepted the 2023 third quarter unaudited Financial Statements as information.
Council accepted third quarter reports from the Transportation and Facilities, Fleet, and Utilities departments as information.

#3 Council Invitations – Council approved members to attend the following two events: Farmtech Foundation of Alberta’s Crossroads Crop Conference in January 2024 and the Brownlee LLP Emerging Trends in Municipal Law seminar being held in February 2024.
