COUNCIL HIGHLIGHTS November 14, 2023

#1 Planning Decision – Council approved a discretionary use Development Permit to allow for a tattoo studio in Fort Kent in an existing building. 

#2 Planning & Development Updates – A Public Hearing for a Land Use Bylaw Amendment (LUB 577) was held. The amendment includes seeing the M.D. use setbacks for oil and gas facilities — including pipelines and abandoned wells — as established by the Alberta and Canada Energy Regulators.
Council gave Second and Third Reading to Bylaw No. 575 Amending LUB Bylaw. The amendment creates two new direct control districts in the M.D. — one for the M.D. Regional Airport and another for an Industrial Control District.
Council accepted an update on the Browns Area Structure Plan as information.
A request from Innovative Development Group to cost-share an intersection treatment on Highway 897, at the entrance of the West 55 Industrial Subdivision, was denied by Council. 

#3 2023-24 Property Tax Public Auction Details Set – Council set the conditions and time and date for the 2023-24 Property Tax Public Auction. The auction will be held Friday, March 15, 2024 at 2 p.m in Council Chambers. The conditions are as follows:

  • GST will be added to all successful bids. 
  • A deposit of 10 per cent of the successful bid, payable in cash, certified cheque, bank draft, or money order must be received by 4:30 p.m. on the day of the sale.
  • The balance of the purchase price shall be paid on or before Friday of the week following the public auction.
  • All properties are to be sold on an “as is, where is” basis and the municipality gives no warranty whatsoever to the adequacy of services, soil conditions, land use districting, building and development conditions, absence or presence of environmental contamination, or the ability to develop the subject land for any use proposed by the purchaser.
  • All sales are subject to the reserve bid and any conditions and/or reservations on the existing title.
  • Taxes to be adjusted as of December 31, 2023.

#4 Notices of Motion – Council discussed the two Notices of Motion brought forward by Councillor Don Slipchuk regarding traffic in the Hamlet of La Corey. As a result of the discussion, defeated the motion to establish a new two-stage speed limit on Range Road 460. A second motion to direct Administration to establish a three-way stop at the intersection of 49 Street and 51 Avenue in the was carried.

#5 Council Invitations – Council approved the purchase of a table at the Cold Lake Hall of Fame event being held January 13, 2024 at the cost of $420. 
Council will attend the Town of Bonnyville’s Festive Christmas Dinner December 18, 2023.

#6 Briefly – Council received the Environmental & Protective Services third quarter report as information. The report included updates from the Agricultural Services, Waste Services, and Public Safety departments.
Council denied a Community Action Grant for the 2024 Bonnyville Jr. A Pontiacs hockey season.
There will be a new community space at the Vezeau Beach M.D. Park after Council approved the request from the Bonnyville Wellness Coalition (BWC). Two tables from the M.D.’s Commemorative Bench Program have been purchased by the coalition and will be installed in the community space. Council also accepted a report from BWC regarding a bike rental program as information.
Council tabled a decision on making a contribution to the Glendon Library Board and appointing a member to the board until more information can be brought forward to the Regular Meeting of Council on November 28.
Council accepted the third quarter report from the CAO’s Office, with updates from the Marketing and Communications, Legislative and Information Services, and Customer Services departments.
