#1 2022 Tax Rate Bylaw – At the April 20, 2022 Committee of the Whole meeting, Council reviewed and discussed the requirement from Alberta Municipal Affairs to comply with the 5:1 tax ratio for the highest non-residential property tax rate and the lowest residential tax rate. Three tax rate scenarios were presented, and the Committee approved the recommendation of a municipal tax

rate which establishes a 5:1 non-residential to residential tax ratio using the 2021 nonresidential rate. This scenario defines a new residential tax rate of 2.9000 – a 4.8% increase in comparison to last year’s rate of 2.7663. A dollar impact analysis of this increase indicates a $67 increase in the municipal portion of a residential tax notice for a $500,000 property. Council gave First, Second, and Third reading to the 2022 Tax Rate Bylaw – Bylaw No. 1800 as presented. 

#2 Planning & Development Updates – Council approved one discretionary use application regarding the renewal of a family care unit, as per the M.D.’s Land Use Bylaw. More information can be found in the agenda package on the M.D.’s website md.bonnyville.ab.ca.

#3 Sponsorship and Funding Support – The Bonnyville Agricultural Society requested financial and in-kind support for their upcoming Canadian Professional Rodeo Association event in June 2022. Council directed that Administration advise the Society to apply through the municipal Community Action Grant program. After a presentation from the Haying in the 30’s Cancer Support Society, Council directed Administration to bring back additional information to discuss potential financial and donation support. 

#4 Briefly – In recognition of the contributions they make to our community, Council has proclaimed June 6 to 12, 2022 as Seniors’ Week.

Council adopted the Road Construction and Development Policy – Policy No 4A.001 as amended. Council rescinded multiple polices, including the Motor Vehicle Use Policy, Personal Protective Equipment policies for both Safety Boots and Coveralls, and the Debit and Credit Cards Refunds Policy.

Council adopted the Terms of Reference as amended for the Committee of the Whole meetings. The amendment eliminates the requirement to appoint a Co-Chair annually and instead, indicates that a temporary Chair will be nominated at a meeting in the event that the Chair is unable to attend.

Council directed Administration to arrange a meeting with the City of Cold Lake, Town of Bonnyville, and Village of Glendon regarding the formation of a Regional Sports Tourism Committee. As directed by Council, Administration will create a draft Terms of Reference for the Committee and bring it back to a future meeting of Council for approval.

Council approved the purchase of two tables of eight for the Royal Canadian Mounted Police (RCMP) Regimental Ball to be held on September 17, 2022 in the amount of $1,600 to be funded from the 2022 Operating Budget.

Council made a motion to attend two upcoming community events, including the Glendon School Commencement Ceremony on June 25 and the Town of Bonnyville Queens Jubilee Flag Raising Ceremony and High Tea on May 20.
