March 15 - March 31, 2010: Heavy traffic will be limited to 75 per cent of axle weight capacity on all oiled roads, with the exception of the La Corey North Resource Road. If a carrier cannot meet that weight requirement, they must request a Road Use Agreement from any of the following three MD staff: Industry Liaison Officer, Transportation and Utilities Director, Transportation and Utilities Superintendent. By entering a Road Use Agreement, the carrier is taking on 100 per cent responsibility should a road be damaged during their journey. As part of the agreement, the previously mentioned trio of MD staff will conduct pre and post travel inspections to determine if the road was indeed damaged. If damage was incurred, the carrier will be responsible for all repair costs.
April 1 - April 30, 2010: Heavy traffic will be limited to 75 per cent of axle weight capacity on all oiled roads, with the exception of the La Corey North Resource Road. No new Road Use Agreements will be issued for oiled roads and those that were previously issued will be temporarily suspended. During this period, ALL traffic on oiled roads must adhere to the 75 per cent rule as spring thaw is in full swing. Also, no drilling rig movements will be approved on M.D. roads during this time.
May 1 - June 1, 2010: Roads will be regularly inspected to determine if the 75 per cent limit should be strictly enforced or not (allowance of agreements). If the weather is fair and the roads are in good shape, the M.D. will begin to enter new Road Use Agreements and honor the ones that were issued earlier.
